Edinburgh's National Museum of Scotland is one of the best wet-weather destinations in Britain for under-12s — five floors of interactives, fossils, dinosaurs and Scottish heritage with free entry. Pair it with the castle (mostly covered roofs and tunnels), Camera Obscura on the Royal Mile, and Dynamic Earth at the foot of Arthur's Seat for a full Edinburgh rainy-day circuit.
